European digital sovereignty package unveiled

Brussels has unveiled its Technological Sovereignty Package, a set of measures to strengthen Europe’s endogenous capacity and self-reliance in semiconductors, AI, cloud, and open source technology.

The package includes two legislative proposals – amending the current Chips Act to secure a semiconductor base for Europe’s AI ambition, and adopting a Cloud and AI Development Act to expand the region’s cloud and AI capacity.

US cloud providers, which currently control over 70% of Europe’s market, are subject to the US Cloud Act; under this legislation, Washington can request these providers to hand over data regardless of where it is stored.

Also included in the package are Brussels’ latest digital strategies, the Open Source Strategy and the Strategic Roadmap for Digitalisation and AI in Energy.

“We cannot afford to depend on others for the technologies that keep our hospitals running, our energy grids stable and our services secure. This is about protecting our citizens, defending our interests and making our own choices. Europe has the talent, the research excellence, the industrial base and the Single Market. Together, we must turn these strengths into technological sovereignty”, said Ursula von der Leyen, President of the European Commission.
